There are two potential means for Ashland utility customers to access community solar. In both cases, the solar photovoltaic energy system is installed on a remote host site of an existing Ashland utility customer.  The community solar system could be on a public or private business rooftop or land.

Ownership

In this model, Fractional Owners pool their financial resources to pay for development of a solar photovoltaic energy system. Each Fractional Owner’s portion of the solar electricity production from the system for 25 years will show up as a kiloWatt-hour (kWh) credit on their utility bill every month, just as if the panels were on their own roof.

Subscriber

In this model, there is no 25 year upfront investment as the cost of developing the solar photovoltaic energy system is financed with grants & loans. Each Subscriber pays for their portion of solar electricity upfront on a yearly basis through a type of power purchase agreement at a 10% discount.

In either program, at least 10% of the solar electricity production will be made available at low to no cost to lower income households.
